U.S. intelligence requirements have changed since the days of the Cold War, when collection was focused on the capabilities of states and not sub-state actors like al Qaeda, who operate both here and abroad. The intelligence community now has both foreign and domestic collection and analysis requirements, for as we now know the 9/11 plotters spent considerable time in the U.S. prior to the attacks. As a result, a significant change is required as the CIA and others need to collaborate with the FBI and other law enforcement agencies to thwart future attacks.
